Wishful thinking. But you could make a case for it. A blackout period. No insiders can buy and no one for sure would want to sell. Thus a build up on the bid and low volume. If we felt strongly about it, we would be buying the .0002's as non-insiders.
Before news, if you see those being bought up or going away, it might be a clue.
