That - IMO - has been the subject of many (and more) posts

Some of saying in summary - there will be a new lawsuit if we go below the current status quo % ownership -- for whatever reason

the 19.99 or 20.0001 percent was set during an emergency when all hell was breaking lose --- I would not want to go to court to argue the unfairness of the first action -- right or wrong - the court will side with GOV

however- less than what was set in the Emergency --- (e.g. the NWS which far exceeds the 10% by taking everything) --- is open to a winning plaintiff lawsuit
