I think if one is released before the other it could be a disaster if the one that comes out first kinda gets a hose job the second GSE could have a massive sell off and in turn could hurt both. So much stuff being printed like the article may 23 says shareholders may get a payout. Nowhere in the article did it talk about any scenarios on it other then the title of the article.
