Copper is soft so I think that's why were not coating things like props with it. I`d wager 50/50 whether a SiNi coating on steel encourages or discourages marine growth like mussels or barnacles. Might be spermicidal but once established I bet mussels and barnacles like it.

I'd say the easiest test would be mix up a bit in some below water line paint and paint a patch of a sea going hull then check back to observe growth.
