Keep in mind that in the most recent webcast Scott did say "We are a 10 person company." Of those 10, I would assume at least a couple perform secretarial and clerical functions. There is probably one that handles legal work and one that does accounting. Mark Smith has various responsibilities for THREE companies. Jim Sims is the PR person for at least two. We discuss IF Trump is aware of this project. IF he is, it is because of Jim Sims. Scott is ramrodding the design of a billion dollar project and attending meetings in Lincoln and speaking to community groups. Yes, we are still waiting for the Big F, but this quite small group of people has accomplished an incredible amount in the last few years. I believe they have done enough ground work that contracts can be signed with construction companies very soon after the Big F. They could hire more people, get stuff done sooner, and burn through cash faster (and have more/bigger PPs.) Things do tend to get released close to deadlines, BUT, they do get released BEFORE the deadline.

We also need to note how Mark and this team approach this project. Most companies would follow a one after the other sequence. They would issue an FS and THEN hire a third party for independant review. Mark hired them well BEFORE the FS was issued. Most companies would land the Big F and THEN hire an engineering company to START on the design. After that was done they would take bids on construction contracts. We do not yet have the Big F but design of the mine is complete, design of surface facilities is well along. That will permit things to happen rapidly after the Big F.

I am not an expert on securities regulation. However, my undestanding is that in effect, you create your own deadline. There is this 45 day clock, but Niocorp is in control of when it starts ticking. We do not know when they started on this FS revision nor how far along it was at any given time. We know that in mid April they decided to start talking about the revision and announcing some of the details contained in it. Those announcements are what started the 45 day clock. There is no way they would have made those announcements at that time unless they were confident they would have an FS revision ready to file within 45 days.
