While I agree the word 'may' is used in an ambiguous manner here I take it to mean that ICC may, as in 'be allowed' to purchase the quantity and not more. Also one should not expect ICC to go out and purchase that quantity right out of the gate. ICC should and I think will ramp up to the quantity they are allowed to purchase. Contracts can also be renegotiated once they are ramped up on the sales end. The suppler obviously has other commitments to fulfill and is not able to allocate all production to ICC.
You can have the negative view, I prefer the positive view.
