Why do people say this?

"Everyone knows not to invest more than they can afford to lose in the OTC"

NOBODY SHOULD EVER INVEST with the idea they "can afford to lose". Of course some stocks go against you and you get out BEFORE YOU LOSE TO MUCH, but whatever, EVERYONE knows that already...

If someone hasn't learned THAT yet, they SHOULD DEFINITELY RECONSIDER "investing" in the OTC altogether. If you don't know how to take a loss, you're in over your head.
