I don't know the details of the algorithm, but it seems to me that it would be tailored to accomplish the desired goal. If they're trying to cover a short position, they won't want to add to it by undercutting the ask if they think they'll get hit. They would rather show a larger wall that will encourage others to sell below it. Undercutting is for those who actually want to sell. Of course, if there are many sellers, they could lower the wall and let the others undercut lower.
