Why would any administration risk losing everything including elections by trying to steal few billions from FnF? Besides it is the campaign promise that it will be a pro rule of law presidency.

Administration can simply raise the tariff without even involving congress and raise 100s of billions. This helps the trade deficit, help the economy, helps creating more jobs.
