The AS was not increased for uplisting purposes. It was increased because the $1.5M loan was collateralized with shares that did not yet exist. Those shares are 'reserved' to pay the loans off, in case it is not paid off with profit. Once those loans are paid off, I would expect the AS to be reduced back.
Uplisting will not happen with an OS over a billion shares...
