OS is float + restricted shares, restricted shares VERY RARELY change as they are owned by insiders, and are typically not tradable shares, IE the significance of the term "the float"... Which is the shares that exist in general circulation... So even if the restricted share count was higher, who cares - those shares are not in circulation... But again, the restricted share count VERY RARELY ever changes... And again, are usually untradable thus not in circulation... Insiders hold them to keep control of the company!!!

Anycase, as of 5/3/2019 the count of restricted share equals 55,227,487 per OTC Markets Security Details...

Ergo, the OS is 734,198,094 + 55,227,487, which equals 789,425,581...

It's been just 1 trading day since (5/17/2019), and on that 1 trading day since, there was no dumping, 91.45% of the volume was buy volume... It was all retail including the very little selling that occurred... Only 7,712,552 shares of a total volume of 90,195,472 were sell volume... The remaining 82,482,920 was buy volume...

So at ABSOLUTE WORST CASE SCENARIO which is HIGHLY UNLIKELY, only 7,712,552 could have been added to the float and OS... Which assumes no retail selling occurred at all, and that is just not the case... Sorry!!!

Which signals that the dilution here is over for now... Most likely until August, 2019...
