Actually they do it all the time.

"No one hides good news just sayin"

They, OTC stocks and the big board stocks, schedule the news feed, and promotion PRs, and stories all the time. Sometimes to keep the stock price up while share dumps hit the market, sometimes to rally the price before private offerings.

Spin is almost always timed.
