Honestly, it's probably all done electronically, with software programs that take a gamble on all penny stocks (check literally any penny stock and you'll see market makers on the bid/ask.) They play these daily ticks and are the ones who absorb shares sold below the bid to sell for fractions of a penny. Is there a risk they'll get stuck? No doubt, market makers have been buying this stock since 0.11, but it's chump change to them.

Then, there's market makers who just short the stock. Yesterday short volume was almost 29%. Average short volume over the past 20 days was around 37%.
