Do you seriously not understand what "Authorized Common Shares" are?

I am specifically stating that in the latest 10Q filed with the SEC, scam company BICX states that there are 750 million Common Shares Authorized as of March 31, 2019 as the SEC link shows

Just to clarify...are you suggesting of BICX current approximate 3 million common shares outstanding they are going to add approximately 747 million shares in the next couple months?
