I'll take choice #2 for a billion dollars Alex.

Having been an observer of this disaster for a while my guess is they used the following "logic". In their minds they filed the 10Q-NT minutes before the 10K-NT extension period was technically over so therefore the check.

Or in the alternative I am giving them too much credit and they're just so stupid and incompetent that this is yet another "glitch".
