I can understand your concerns and if it were Democrat and Liberal types that were pushing for this deal I would not be nearly as enthusiastic. This deal is being vocally supported by old school Republicans and Conservatives. When a Republican candidate for president in 2020 and an ex republican speaker of the house are solid behind the deal I believe it has a very good possibility of success.
