This not a LOI which may or may not happen, but rather is launching of actual platform called Telicore that can offer VoIP service + billing all in one.

This isnt something like a LOI which may not happen, but rather service platform launch.

From last release they stated goal was to lock in partnerships with companeis that can provide an actual platform on which to launch services. This looks like what they did....way quicker then building it from scratch as they can just take an out of the box platform to work off and launch right away.
