If JBL is tying up sources of waste to long term contracts it makes sense to keep it quiet, otherwise it sounds fishy. So we are stuck with a leap of disbelief or faith.
IR said they are free to update on the new plant and it can come prior to July so that is all we have - other than daily fortune cookies which I can get from the restaurant next door instead of a collection of statistics from traders who have no info about the plant.
