Great insight, Jando.

In addition to that, there is a possibility that the applications sent in to the respective agencies are unsolicited proposals for funding rather than applications for specific grants.

I searched most of the possibilities, and will continue to. For example Noone Law has a DUNS, Rhamnolipidand, Inc. does too, as well as a few other random colorado businesses, and as you say the application could be submitted by an individual.

There are numerous locations at which something could appear. It is literally like finding a needle in the haystack at the moment. Not only that, not a whole lot of time has passed since submissions and now.

(Note the disaster response registry - perhaps Freedom Fleet would pop up in there?)

This might have been posted already, but Rhmanolipid is in the SAM. They are a "Strategically aligned" with RSHN/XYZ as per the annual update PR.

In their 1-A from June 2018 they note "grant funds have been requested."

Its going to take some time for the respective agencies to review the applications (Rhamnolipid apparently has been waiting a year, but they are in the System for Award Management, which I believe tells us their request is in the system), but we're not going to know in the next week about all these grants. Perhaps RSHN management will update as they can.
