I think you can't go wrong either way. But you have to account for bad actors (MM activity). The higher the float the more leverage they have because there are more than enough shares to cover their illegal activity.
With a limited SS, it is much too risky for them.

You also have to factor the short-term effect of demand and supply on low SS. When the demand spikes, the movement is usually several bags.

If you are not patient, i'd say the higher SS might be better so you can maintain liquidity.

I like to sit on bid and pick up emotional sells as impatient folks capitulate and sell during the extended wait periods.
