Does anybody know a nuclear tech ?

I wonder if acting as a buffer can make nuclear power run more efficiently, say for example if you don't have to run them full blast, or... run them full blast without having to slow down and speed up... so to speak, with demand...

Maybe that's what the one presentation meant about being able to operate nuclear cost effectively... I can't imagine how they are not cost effective...
