Based on the table below, we have 315 million of issued shares to not holders and 1.34 billion traded shares. If we divide the traded shares ever the issued shares, we 4.25. So, if all issued shares are now in the float, we would have the 3 to 1 formula. Essentially for every diluted share enter the float 3.25 shares were sold by share holders adding fuel to the fire. If the ratio is more than 3 to 1, it means that not all issued shares are now in the float.

As you can see, Shareholders bearish view of the stock is making the problem 4 to 5 times worse, causing the JOE investor to pay the price.
