Without some type of bottleneck the Gov. will be overwhelmed with overseeing all the licensing that's happening under present guidelines.
It's likely already a problem. The revenue from taxes is something they want to preserve. If they have to turn around and spend it on regulators to oversee all the licenses being issued it obviously defeats that benefit.
Having to build before licensing seems a bit extreme. They've been trying to figure it out as they go and we've already seen Gov. make a mess of some aspects. That's likely to continue imo.
It's good news for us and a couple others since it creates another mote for companies without the deep pockets needed. Big companies may have even had Gov's ear on this one.
