The symbol is active and available it is not defunct, if it is not trading then, more than likely, they have no market maker as it may be a bigger liability and risk than they are willing to take on.

If you check Yahoo Finance you can see that there have been shares traded recently which appear to be an attempt to falsely inflate the value of the shares:

IMO this isn't worth adding to your portfolio as there is not trading occurring, therefore if you purchase shares you may not be able to sell them when you want to and you'll be stuck until there is a potential "defunct" then you lose 100%.
