Mr. Packer is TPL's CFO and is also a "general agent" for TPL.
He used to be the person that you would talk to in the past and
he essentially was the IR person who would handle those type
of calls. Perhaps in the largest companies you would normally
never talk to the CEO, however, in smaller corporations the CEO
would take time to answer questions. The "chinese wall" in finance
is a term used more with investment banking firms to keep separated
those who have material information from sharing it with those who
should not have it, such as an investment banker telling his buddies about
a planned takeover. A CEO talking to an investor is not going to share
any material non-public information with anyone who should not have it.
I am aware of no requirement that would prohibit Mr. Packer to talk with
any shareholder.
