What is the difference b/t the IPShare that in the latter months of 2018 was referenced in a news piece would be going live 1st quarter of 2019, and the monetization platform, apparently called Fotofy, that is now said to launch August 1st?

Are they different things, or the same thing which means it has been delayed at least 4 months? If different, can someone explain that? And if delayed, can someone explain why?
