I think he doesn't fully understand that L-2 is only a rough guide for investors. 10K posted by a MM only signifies that it could be up to 1 million shares at that price. Then multiple flippers, and last but not least all the AON positions witch don't show on L-2 at all.
L-2 is only a tool to help with decision making. (just watch out for those 10K posts)
