The Monitor reported that the Equity doesn't have any value to FINRA.

Only the the secured creditors are voting on the POR/POA for distribution from the liquidation of assets.

The Court assumes the unsecured creditors and shareholders will vote against the plan because they are impaired. Also the secured creditors are impaired.
