Hound Labs sensationalized claim of detecting the presence of marijuana’s "parent drug" THC in an individual's breath in reality isn't much different than testing saliva or urine. It basically confirms marijuana was ingested at some point and does little to definitively prove impairment.
The Hound device basically confirms recency of use giving law enforcement reasonable cause for blood draw.

If Cheech takes a single hit of a joint and blows into the Hound device, he will test positive and he goes for a mandatory blood draw.

Without being impaired!

Blood test (which tests residual amounts of THC as opposed to metabolites produced by the body) results come back positive due to past consumption for up to 90 days prior.

Result : Cheech goes to jail.

The distinction between "parent drugs" and "drug metabolites" is a critical one. The term "parent drug" refers to the identifiable psychoactive compound or compounds present in a controlled substance (i.e., for cannabis-based drugs, marijuana and hashish, the parent drug is delta-9-tetrahydrocannabinol aka THC). By contrast, the term "drug metabolite" refers to those byproducts produced in the body after a substance is metabolized. Though the presence of metabolites in blood or urine generally is indicative that a certain substance was previously consumed, not all metabolites are psychoactive (i.e., Marijuana's THC-COOH metabolite, which is readily detectable in urine is not psychoactive, but 11-hydoxy-THC is.)
