Yes it's called a Thermoelectric generator, if you go read about it on the wiki pages, you can see that some of the uses for this are very appropriate to industrial applications. It's more intended for low draw remote usages where there isn't' direct power and maintenance would be challenging. It's better than solar power in some implementations because of the low amount of moving parts / failure points.

There's no reason why this couldn't be done with paint, but there are of course some challenges that I'm sure exist.

However, a paint that reduces temperature like this would be a good candidate to take advantage of the waste heat from a pipe for example and use that to generate small amounts of power to run some sensors
