I believe the most recent filings showed that less then half of the authorized shares were outstanding so it would still be beneficial for the management to attempt a raise in the share price rather than a RS since they still have plenty of shares they could sell to raise capital.

I guess we will have to wait and see but this seems like a winner to me.

If they become current I will try and be the first one to buy more.
