As I understand it, Phase 1 required that patients had to have tried all available approved treatments prior to being eligible for the trial. This severely limited the pool of available patients. This pool was likely reduced further for various reasons (like the patient removed from data due to the pre-existing condition) to ensure the highest success rate. Phase 1b was cut short due to the consistent success rate. As you stated, these studies are expensive. The company is likely too strapped for cash to undertake multiple studies until the current trial is seen to completion or positive results are rolling in.
