Anvil, it doesn't look like they have a stacker. Per the video it looks like the final conveyor is just that so smearing the pad out would require something else. Not there so don't know but I would hope that there was a layer above the membrane that was not removed allowing for equipement to travel on the pad. Again not there and don't know but I was like you in that things didn't add up. Now it makes a little more sense.
