Alaeloa, several members have said they were able to buy shares over the phone. They go on to say if you mention you could not trade online they will not charge you for the trade. Hope this helps. I have not done it myself as I use Schwab for VRUS. I bought a small amount just to see if it would take at Schwab and no problem.
