The company completed a rs on 5/10/2013 (40-1)...do the math and it adds up.
That last annual report was filed on 4/05/2013 hence the pre-split numbers.

You can check the “Security Details” page on their OTCmarkets page, got to “Dividends & Splits” section and select Splits to verify.

IMO that’s why this shell is so appealing to me, it did a R/S before management abandoned the company, which is practically unheard of. The old CEO must have passed away or something.
