It means that the OTC Pink sheets have accepted the last fiscal year filings. The reports must be US GAAP but are not required to be audited.
They must be submitted with an attorney letter.

This meets the OTC Pink basic disclosure guidelines thus the Pink current status and flag/stop sign lifted.
