Not really. Per the terms of the SPSPAs, FHFA can neither stop the NWS nor end the conservatorships without Treasury's approval. Therefore we cannot gauge Calabria's intent based on the fact that he has not yet tried to do either of those things.

Calabria could hold the nexxt payment and have Treasury's liquidation preference increase by that amount. However, I don't think that's what "end the NWS" tends to mean around here.
