yes..... this is a compensation SCAM where a "CEO" can order himself a compensation package for say, 5 years and after the first 12 months he can legally receive and SELL up to 1% of the shares outstanding as part of said compensation. they have no cash which is why they sell shares to pay for toothpicks and toilet paper.
