You must be talking about CEO Paul Thompson, as that describes him perfectly.

He has no business being CEO of any mining company, and certainly not a public one as he has no real knowledge of the business or industry, and constantly ignores securities laws and regulations.

But Mexus is nothing but an insider enrichment scheme anyway designed for Thompson and his cronies.
