They have audited financials showing they are legit and profitable. So cash raised by issuing shares will go towards acquisitions and will be a net positive for shareholders.

No reason for the company to sell shares at this price and this market cap.

I broke the quote into 2 pieces because I'm confused. First part says they'll raise cash by issuing shares, 2nd part says they won't.

They don't have any cash, and they'll need a lot of it.

They're going to sell stock and raise some cash. Whether they do acquisitions or expansion (ie - set up offices here in the US and abroad) or both will be described in their prospectus.

And, again, this assumes they're legit.
