It's swapping, looking for liquidity from who will through stops up(stop-hunting) & cough up shares. There is 23M restricted, count it, what was bought up early is not or near nil available till this gets in PPS range acceptable.

That's my best synopsis I can give ATM.

To me that shows what cards each side is playing.
