The fundamental problem, I believe, is that potential buyers of CYDY Drug Tech are acutely aware of CYDY's cash problems so they realise it is in their advantage to wait. The longer they wait, the better deal they make; time is on their side.

Not unlike sieges of major cities in classical times. The besieging army waits until the food, water (capital) are gone the people starving, thirsty and the besieged city runs out the white flag.
