They're probably following Ackman in their belief that the Recapitalization of the GSEs may favor Jr. Preferreds over Commons.

You are misinterpreting these new purchases by many investment funds.

With new positive developments happening at WH, UST and FHFA, all investment funds may be looking to buy both CS and JPS. But you are only looking at JPs buying.
