I'm guessing the DOE would have already secured the CCTI test results they were trying to obtain re Increasing Competitiveness back in April 2017 as mentioned in a company PR.

If so. Wouldn't it be fair to assume the results were satisfactory? Hence the similarly-titled platform 5 months later..
