In most cases you do not "make" CBD, it's naturally occurring. Although, I believe it can be synthetic too. Personally, I am only aware of a couple of methods to extract the naturally occurring compounds called cannabinoids. It's actually called Cannabidiol, the CBD we are interested in are in the industrial hemp plant or the cannabis as well.

The FDA and the Feds for legality purposes, seem to be drawing the line at CBD containing less than .3% THC. Versus a THC product.

CBD can be extracted from the plants. Ethanol and C02 extraction are two commonly used methods for extracting CBD and are the cleanest ways to extract CBD for human consumption.

CO2 extraction uses filters and pressure, most common and cheap. Ethanol extraction is used for a more high volume approach. There are additional steps if higher purification is needed, which I am not familiar with personally. The additional steps (heating is involved) on the oil are necessary for human consumption and use, for example.
