I think you might be confusing the phrase "par value $.0.001 per share", but that is a common phrase that doesn't tell you the share price that the stock was purchased at.

There is no way to know what price he purchased most of his shares for (before he was required to file).

He started filing in Mar 2018. The 1st Form 4 that he files shows him purchasing shares between 0.0095 & 0.013:

If you take a look at that form, in the far-left column it shows that common phrase again: "Common Stock, $0.001 par value per share".

But you can see that the share price he purchased each of the lots for in the 8th column (titled Price), and they are MUCH higher than $.0.001.
