TD Bank was published on world watch by TD Ameritrade back in early 2018 with something similar, the institiuition / s were driving the price down, I reported it to TD Ameridtrade and the brokers said there was nothing they could do about the obvious ploy.
I'd say don't believe it, if there is money involved especially now, banks want that, and buy in at a better price? well as a CEO once told me "you better believe it" it's a magic opportunity, no bank runs from money, they just find a way to get it, they are very powerful, waged war before back just before Harry Truman's Day to open up markets.
