There is another user who goes by.

So far steaks are in but have been for a while since Last year, you would have to dig through the posts but was some time around a year ago.
These steaks are set for building layouts, grid line offsets and benchmark elevations getting ready for a dig.

Last time they posted about construction progression was about permit drawings sent out for tender in December 2018. Generally this takes a month or two to get quotations on all aspects and divisions of construction. They usually obtain multiple quotations per scope of work, see who included or excluded specific aspects and who is the cheapest.

However something must have changed because they already had request for bids sent out in April 2018. For this process all you need is a set of drawings. Sometimes this is done twice one for budget purposes to obtain funding which has happened. Now it may be the final re-tender. Quotes are generally attainable for 30 days due to legal fine print as material rates and labour rates change from year to year.

Anyway with that being said, funding in place, permit drawings in hand, tenders out in December. Spring digging should begin soon.

However it would be nice if they were more transparent and sent more of an update for delay of mobilization or when they expect to break ground. All depends on why they have delayed, was it a decision to wait or was it something that wasn't an option.
