I believe you are wrong about that: The reference to 600m shares authorized and at least 250+m o/s is in fact old info. We know for a fact the 600m authorized shares is old. This is consistent with what I believe that particular info comes from, namely part of or related to the original Note given to EMA at issue, info current at that time, not now. I am fairly sure about this, though I did have to re-read it a few times. VYST is just getting everything into the record.
