No they don't a building inspector does not regulate when you can do things but how it is completed. He/she inspects a process to ensure it meets code they do not inspect structural integrity. That is up to the engineers who sign off on a design to take full responsibility of structural integrity.
Once a building permit is in place it is up to the builder to mobilize and decide when to proceed. However weather is not an obstacle.
BTW my company is a massive GC that is not only in Canada, but in the US.
Our knowledge and resources span all across North America.
